Situation Report as of September 21st, 2005--"everything is broken".
It's not just homes that were damaged, even fire stations were destroyed.
Team has to stop erecting shelters, and evacuate due to Hurricane Rita., September 23, 2005.
Backing up to earlier, the first shelter deployed as a fire station. Shelters going up.
How the shelters were used. But the shelters were built next to a destroyed grocery store, and the stench from rotting food made the area intolerable. Jesse, that can-do guy, got the store boarded up.
The news gets out about the utility of the shelters, and Jesse rotates out.
