I partially had the idea due to my wife, who was educated in Japan. She's not academically inclined and went to a vocational high school. However, her high school was quite good at certain fields, and even friends who have since gone on to get CPA's in America are impressed that she attained an i-kyu (first rank) bookkeeping license. About half her high school had such licenses. Japan has a lower rate of college attendance than America, and part of the reason may be that their high school students can graduate with somewhat useful skills. I think a lot of Americans would feel a lot better about the kids who weren't going to college if we felt high school were helping them significantly, rather than being a holding pen.
